The Kuziel Rule applies only to quarterbacks. If a team has quarterbacks from the same NFL team, it can tell the commissioner it is invoking the Kuziel Rule. Whichever quarterback starts (takes the first snap in) his NFL game plays in the DNFL team's game. For the Kuziel Rule to be in effect, the owner must tell the commissioner(s) that the rule is being invoked. The Kuziel Rule does not apply to any other two players from the same NFL team. The owner must inform the commissioner(s) each week he/she wishes to invoke the Kuziel Rule.
A. Owners are responsible for making changes to their rosters during the bye week when certain players of theirs
are not playing. They can replace the idle player with someone on their alternate list or be allowed to pick up an extra player(s)
to replace the player(s) out on bye. A roster spot is then created for the idle player on the alternate list. After this player's
week off, he is to be activated again or dropped and the extra roster spot is eliminated
B. More than one roster spot can be opened if the owner has more than one bye-week player idled in that week.
C. At noon on the Tuesday following the Saturday, Sunday, and Monday DNFL games of the week, the bye-week pickup who had not
already been on that team's roster before that week will be automatically dropped from that team's roster,
unless that owner had claimed that player as an actual pickup during the waiver period and no other team had a waiver claim
on that player that took precedence. During the waiver period, another team may claim the bye-week player despite that player
being on another team's roster as they bye week player. The player shall be awarded to the team with the worst record.

D. A rookie reserve player cannot be used as a bye-week player and returned to the rookie reserve. Once he is used as a bye-week
player, he must be added to the roster or dropped.

E. If a team owner picks up a bye week player, that owner has the first claim on the player during the bye period if that
owner wants to put the player on the permanent roster. That claim takes priority even over the claims of teams with worse
records in the standings, so as not to allow another team to "steal" a player off of a roster. The permanent placement will
cost $1. Other teams may claim the player during the waiver period, and if the initial team does not claim the player for the
permanent roster, the other claiming team with the worst record gets rights to the player.
In addition to paying dues, an owner must be involved with the day-to-day operations of his team in order to be considered an
owner who is "involved." He must be responsible for drafting his players at the yearly draft meeting, making roster changes through
trades, drops, adds, etc.
If an owner feels that he will not be involved with the day-to-day operation of his team for the forthcoming season, he should
inform the commissioner(s) of his intentions for not being involved before the season starts. The owner and the commissioner(s)
will discuss the selection of a general manager to handle daily operations and, upon approval by the commissioner(s), will serve
with the title of general manager of that team.
After a period of one year, if the same situation persists where said owner is still not involved, then the owner will be
automatically expelled at the yearly draft meeting. The expelled owner will be informed in writing at least two weeks before
the meeting so that the owner may present legitimate reasons for being reinstated as an owner using a general manager for
another one-year period. The expelled owner must present his arguments to the league by the draft meeting either in person or
in a letter addressed to the league in the care of the league commissioner. After arguments are heard, a vote will be taken.
A simple majority of owners will decide if the expelled owner in question should be reinstated for an additional one-year period.
If the expelled owner does not respond in any way to the letter sent by the league, then no vote for reinstatement will be taken
and, therefore, the franchise is considered unoccupied.
